car insurance regulatory body

What insurance or license I have to deliver the cars in Europe?
I try to create a company to deliver the cars in the United Kingdom to any destination in Europe .. The vehicle must be driven by an operator, instead of sending away on trains and trucks. Does anyone know if there are regulatory agencies for this type of business, like all companies that offer an engine of international trade, so that the policy of myself and the staff were insured to drive any vehicle to any destination in Europe? A popular advice …
commercial insurance, and a proper license to drive so far to get results.
