If I got a ticket while my mom was in the car with me, do we still count as uninsured if I’m not on the policy?

I was driving and I got a speeding ticket. I’m from Nashville TN, but I got my ticket in Ohio. The day I got the ticket, the officer didn’t ask me for insurance. Today I got letter saying that I failed to provide proof of insurance and that my license is suspended for three years. The officer didn’t even ask me for it. Anyway, my rant aside, When I got the ticket, I wasn’t on the insurance policy. My mom however, who was with me at the time in the passenger seat, was. So, does it count as uninsured, because the car was insured. Btw, I’m 16.
